The Albanian Helsinki Committee published a final report for the June
23rd elections situation, analyzing the developments related the Central
Election Commission before and after the voting process, emphasizing
that:
“Partial decisions and without consensus in several cases have damaged the trust of the public and of the electoral subjects on its activity. This damaged some important phases of the electoral process, such as the division of mandates for the electoral areas, the reviewing of complaints, the certification of elections and the division of mandates according to the electoral result”.
The Helsinki Committee report says that on the June 23rd elections there have been improvements in the quality of the elections.
The electoral subjects, especially the governing majority, should have kept in consideration the fact that OSCE and ODIHR have constantly articulated critics for the exploitation of inaugurations for electoral process, and the usage of the public administration and students for electoral activity, which falls against paragraph 5 of the Copenhagen Document, 1990.
The final conclusions of the Albanian Helsinki Committee say that the improvement of the Electoral Code, the review of opportunities to depoliticize the electoral administration institutions, remains an important duty of the Albanian Parliament. It is also a duty to improve their activity in exerting the competences given by the law, especially in the ballot count process and the results”.
The observations of the role of the media during and before the electoral campaign says that “the access of the media in the ballot counting process has been good, but there have also been incidents, such as the one with Top Channel’s cameramen who were attacked and their equipments were damaged.
