One day after the Central Election Commission decided to leave in effect
the instructions of 2009 for the functionality of the lowest level
commissions, the Socialist Party reacted and said that the law is being
severely violated.
The vice secretary for electoral issues at the Socialist Party, Koli Bele, ranks a series of acts that should have been decided with five votes, starting with the casting lots for the ranking of political parties on the ballot paper, and to the instructions of one day ago.
Besides the law violation, he says that they are creating confusion for the usage of these acts, in the conditions of a new Electoral Code, bringing as example the functionality of the voting centers commission.
“All they have to do is read article 7 of the instruction, the appointment of the chairman, vice chairman and secretary. The new electoral code does not foresee a vice chairman for voting centers. There are changes on this point. The voting center today has seven members, one of which is the secretary. Naturally, from the forma and technical point of view, this act could cause confusion. From the legal view, if this the Central Election Commission cannot bring sublegal acts and define rules for elections, what do we need it for then? What is the value of this institution, besides administering the electoral issues”, Beli declared.
The Socialist Party declared that the qualified decision-making crisis in the Central Election Commission should not be hidden, and they appeal for a solution: “If there is political will, there are legal possibilities and the Socialist Party welcomes a the Central Election Commission reformation in full accordance with the law, as the only way to return the process within the legal binaries”, Bele declared.
But if the Central Election Commission reformation is a solution for the opposition, the only possibility for the majority to normalize the situation is having the Socialist Party fill the three vacancies. Parliament Speaker Jozefina Topalli reconfirmed this stance after a meeting with the special coordinator of the OSCE observing mission, Roberto Batelli.
Topi: CEC must be discussed this monday
The OSCE-ODIHR representatives met with the New Democratic Spirit leader, Bamir Topi, who appealed the political parties to use the parliamentary session of this Monday to resolve the Central Election Commission issue.
“It is senseless that the parliamentary parties discuss this Monday’s session, and they don’t use this day to add in their parliamentary agenda the issue of filling the Central Election Commission vacancies. Not having a the Central Election Commission is a bad sign for the election’s progress, especially when the Central Election Commission will stall with the normative act issue”, Topi declared.
Meta: CEC violated by the majority
The Socialist Movement for Integration leader, Ilir Meta, during a meeting with a delegation from the OSCE Parliamentary Assembly, declared that the Central Election Commission integration has been violently and unjustly damaged by the current majority.
According to him, for the Socialist Movement for Integration it is important to have consensus and trust on the Central Election Commission, in order to return the legitimacy to this institution.
Meta said that it is up to the majority to show reflection and responsibility on this matter, while guaranteed the OSCE delegation that the Albanian opposition is ready to contribute on this sense.
