CEC, clashes for the Lezhe results

The final tabulate of the Lezhe District elections has not been approved
by the Central Election Commission so far, and has placed the highest
election institution in the first important test after the end of the
elections.

The close result that has given the fourth mandate to the left coalition even in this district has increased the sensibility of the parties in this debate.

The CEC administration has declared that the final tabulate of Lezhe has calculated 10 boxes that have no original tabulates, but just the photocopies.

This was admitted by both parties at the Central Election Commission, but the Socialist Party and Democratic Party are divided on the procedure that should be followed on this case.

Genc Gjoncaj, representative of the Socialist Party: Today the Central Election Commission should approve the final tabulate with the final results for the Lezhe district and the results officially administered at the Central Election Commission by the counting groups. Each party can complain about the result. This is the path that has been chosen in the Electoral Code.

Njazi Kosovrasti, representative of Democratic Party: This is like trying to buy something with fake money and telling the seller to go and complain since they are not original.

The four members of the Central Election Commission have objected the position held by the Socialist Party legal representatives, saying that the Central Election Commission should regulate the figures if manipulation is proved.

The Chairwoman of the Central Election Commission, Lefteri Lleshi, declared that for as long that they have the obligation to proces the materials even when they seem to have irregularities, CEC cannot continue just because they are referring to a table or results.

Although their former colleague supported the Socialist Party, the Central Election Commission members invited their colleagues to bring photocopies of the original Lezhe District tabulate, and if they don’t own it, CEC will include in the final tabulate the data of th electronic system that the counting groups have referred at the CEC during the counting process.

But the case of Lezhe is not unprecedented at CEC. In the elections of 2009 there wre problems with the results in Fier. Regardless the opposition’s request for addressing to this problem before the final result is addressed, CEC approved the final table as it had come from the Zonal Electoral Commission and the numbers were fixed during the appealing process.

But so far it seems that this precedent is not being followed. The Lezhe district is apparently about to follow a long appealing process from both sides, in which they don’t exclude the possibility to invalidate elections in Lezhe.

The Democratic Party representative declared that he had been threatened on the phone for his declarations about Lezhe.
