Mandated by the opposition to negotiate the Electoral Reform, Oerd Bylykbashi declared that this reform will not be dictated by the government in any way and that all the decision-making regarding the amends of the electoral code, and the implementation of the OSCE-ODIHR recommendations, will be taken outside the Parliament that the DP considers illegal.
“The agreement guarantees a process for the electoral reform. There will be a consensual electoral agreement from start to end, until its passing. Our agreement is that it will not be amended by the majority and that this will be done under the assistance of the international partners, to guarantee international standards”, Bylykbashi said in a TV studio.
According to the former MP, the agreement confirms what the DP had asked since October, that the reform can be done outside the “illegal parliament”.
“The agreement takes it for granted that there is a deep political crisis. It takes it for granted that the Parliament doesn’t have the legitimacy to realize the electoral reform. It should be done in a political environment, a political instrument which guarantees the inclusion of the opposition, which is us.
“The opposition has proposed a consensual reform that cannot change once it is agreed on. It is done with the assistance of foreign partners, and with instruments outside the Parliament. Through this electoral reform, our purpose is to remove criminals so that the state police don’t become their collaborators.
“The funding of political parties should be clean, and so on. In other words, so that we can put handcuffs on the wrists of Edi Rama and the others like him. What’s important is that the Socialist Party, the Parliament controlled by them, has accepted what we have said earlier, that the electoral reform should be held outside an institution that doesn’t have the legitimacy, and this institution is this Parliament”, Bylykbashi said.
According to Bylykbashi, this reform will minimize vote purchases as never before.
“A Political Council will be established to authorize the political representatives to work with experts and produce a result. The electoral reform will bring guarantees that will stop or even erase this problem.
“By increasing the transparency of political party funding, we leave less room for criminal money to become part of the process. This is an approach with many articles that addresses a truly, horribly dangerous process. There will also be rules to stop the government from using pressure on the public administration to increase the number of votes.”
