The Socialist Party has reported a flagrant case, according to them,
which shows that the government has used public funds for the electoral
campaign.
The report was made a few days after the publishing of figures showing that the public finances are now in a crisis, due to the decreased revenues and increased spending from the government.
“Everyone who have seen the political video spot of the Ministry of Defense. The cost of this spot is 100 million ALL, only for one month of electoral campaign. Minister Imami has taken this money from the State Budget, fron the Cultural Center of Army, and were transferred in other accounts to provide funds for the Democratic Party electoral campaign” Brace declared.
Article 84 of the Electoral Code has clearly forbidden the usage of public funds for advertisements, by leaving space only to the informative advertisements of the electoral process, but also to tender announcement.
“This is a flagrant violation of the Constitution and the Electoral Code, which says that the local and central public institutions are not allowed to make advertisements 60 days before the elections, except for the advertisements that serve to raise awareness about the electoral process, or other announcements foreseen by the law”, Brace declared.
The 1 million Usd fund was issued by the Ministry of Defense on May 21st and through a quick transaction chain that includes several private companies has been distributed to the media. But the opposition says that the documents show a much worse fact. They say that half of the fund has disappeared through official transactions.
“Where is the other half? The money has been paid in full. What is paying the other half of this 100 million ALL fund? There are strong suspicions that it is funding another political activity of the Democratic Party, in a clear case of bribes within the state administration and the political and media family of Sali Berisha”, Brace declared.
