“Black lists” for problematic football fans

The State police acted based on standard procedures. However, the
reaction of the Special Forces at the Elbasan Arena became object of an
analyze of the police.

“The referee issued a free kick and the Partizani fans did not like it. They tried to enter the field and the police proceeded with the protocol. The fans started breaking the seats and attacked the agents who reacted by placing the seats back”, said Gjovalin Loka, Director of the Public Order.

To avoid violent scenes in Albanian stadium, which are actually created by a very small number of individuals, the police asked the federation to take more seriously the so-called “black lists”.

“The black lists are not forever, but there are fans who cause troubles like the ones we saw yesterday, and the lists need to be updated and made available to the police. The disciplinary commissions will then decide for keeping the fans outside the stadium or not, not the police”, Loka said.
