As expected, the High Council of Justice unanimously approved the name
of the High Council of Justice member, Neshat Fana, as the new leader of
the Magistrature School. Neshat Fana is also known as one of the former
lawyers of Prime Minister Sali Berisha.
After Director Marjana Semini’s mandate expired, Top Channel reported the way how the competittion in this school went on, which raises a lot of questions for the HCJ.
The first names of the candidates were Marjana Semini, Neshat Fana and Enkelejd Alibeaj. Since only one of these names should be proposed by the school board at the HCJ, the board proposed the name of Marjana Semini.
HCJ returned this name without any argument, causing a second meeting of the board, with one of the members replaced by another member of the HCJ, Gjin Gjoni, overthrowing this way the balance of votes in the board. Exaclty from this board came out the name of the current HCJ member, Neshat Fana, a proposition that was accepted in the meeting of this Friday.
Although the meeting was held behind closed doors, sources said for Top Channel that one of the HCJ members, judge Dritan Hallunaj, asked explanations from the HCJ and why Marjana Semini’s name turned into a proposition later, a question that has found no answer so far.
After the report made by Top Channel for the competition of seven HCJ members at the Court of Appeal, and the approval of only one name from HCJ, that of Ilir Mustafaj, non official sources say that the name of this judge for the HCJ has not been decreed by the president and the reason for this, according to official sources, are the international pressures.
