Basha warns of protests

Three days before the parliamentary session in which the majority will
decide to go on with the territorial reform without the opposition, if
the opposition doesn’t come to cooperate, the Democratic Party leader,
Lulzim Basha, answered to this deadline that he considered an ultimatum
with warns of popular reaction. He gathered the Democratic Party leaders
and announced the decision.

“Rama’s effort to make a unilateral reform based on their 84 votes that make a qualified majority will have our strong reaction. The purpose of this meeting is to give the message of a popular reaction. We will decide the dynamics of these actions if we will be forced to start our battle on roads and city squares. It must be clear that only consensus could bring us back from this road, nothing else”, Basha declared.

Despite the fact that the opposition has been offered to lead the territorial reform commission with equal voting numbers to the majority and even a right to veto, the Democratic Party leader considers this a trap.

Basha declared that what he considered a pseudo reform is just territorial and not administrative. He explained that otherwise it would have more competences of the local government, and a different method for choosing the local leaders, by even changing the Electoral Code.

According to him, the rush to continue this anti-reform has only one goal: “Making a new electoral ‘salamander’ just for winning the local government elections.

The Democratic Party leader, Lulzim Basha, warned of popular reaction against what he considered a division of the funds for the local government similar to that of the South African apartheid. Basha declared that 92% of the funds were given to local units led by the left coalition.

“If Mr.Rama thinks that he can use the “class conflict” method to distribute the budget’s money, then taxpayers have the right to rebel and refuse, as the Constitution guarantees”, Basha declared.
