The only time when the Albanian political parties joined for
the first time to congratulate each other for the candidate status, was the
plenary session in which the President of the European Commission, Jose Manuel
Barroso, held a speech.

The opposition that had boycotted the Parliament for 10 days
returned to their seats, and this session had the presence of all Albanian Mps.
Barroso gave a very important message in his 30-minute
speech, saying that the key and guarantee for Albania’s EU membership is
consensus between parties.
“This consensus is key for the European path. I was Prime
Minister of my own country, and government member for 12 years. I have never
expected support from the opposition, and in opposition I have never expected support
from the government. This is very important and very possible to find real
consensus in the strategic sectors of the country. This has been done by all
member countries. The consensus culture is deeply rooted in the culture of the
European Union, and this is what we expect from the candidate countries”,
Barroso declared.
Barroso focused most of his speech on the proof given by the
candidate status for the EU. This act showed that the EU keeps its word when
the criteria are completed, and retorts those who say that the EU is not
reliable. It also retorts the pessimistic professionals for the EU project.
Despite the crisis, the EU is progressing”, declared the President of the
European Commission, saying that this path will never be complete without the
countries of Southeastern Europe.
“Enlargement is not a self-completing prophecy. It is not a
one way road. It requires political vision. There are various bumps in the
road, challenges that need to be completed. But these efforts are worth it
first of all for the good of your own people”, Barroso declared.
Reiterating that the EU is a functioning project that is
waiting for the candidate countries to fulfill the criteria, the President of
the European Commission addressed to the Albanian people and said that the EU
integration depends on their politicians.
“I believe that Albania will become a member country. This
is a very clear message. Most of the work is up to you now, as representatives
of this proud people. Let me make it clear that the European Commission will
support you with expertise and financial policies, so that we can write
together the European future of this country, and to write together the next
chapters of your great history”, Barroso declared.

visit the Court of Serious Crimes, an institution built with the financial
support of the Eu. This is the first time that an official of this level visits

Anila Hoxha: The Court of Serious Crimes was established 10
years ago and since then has been functioning with the support of the
Commission and the EU, with a 6.5 million EUR fund. The building of this Court
that started functioning in January 2004, was made for having a more efficient
judiciary in the fight against organized crime and traffics. The visit of
Mr.Barroso is an encouragement for a more efficient judiciary. However, this
visit comes in a moment when the Albanian judiciary is being criticized not
only by the international community, but also by the reports of the European
Commission, This judiciary needs a reform for fighting corruption, since it is
a judiciary that the public itself sees it as corrupted and non-efficient”.
