The theft of the Albanian Treasury is maybe one of the most controversial cases of the past years, but the Police has not been involved in any part of the investigation. Everything has been left to the Prosecution from day one. The Group of Prosecutors for the investigation of the Bank of Albania did not delegate any of the actions to the police.

The common practice that has been followed for years is that the Prosecution orders the investigations, and many of it are held by the Police.

But the Prosecution preferred to not follow the procedure this time, and decided to take under their competences all evidence, interrogation and investigation.  This procedure doesn’t violate any law, but it is just a second choice of the procedure.

Although this choice doesn’t damage the cooperation between the institutions, the exclusion of the police and the centralization of the investigation in the hands of only a few Prosecutors raises serious questions.

Specialists think that the police should have been involved in the procedural actions not only to help, but also to reduce time and guarantee transparency, especially when this case has caused a strong public reaction.
