“Bank of Albania must return to normality”

The recent developments at the Bank of Albania that culminated with the
arrest of Governor Ardian Fullani, have started a debate of how the
situation can be administered.

“A normal solution is for the governor to resign. Despite being arrested, he is still the Chairman of the Supervisory Council. Otherwise, the Supervisory Council would be forced to discharge him”, Selami Xhepa declared.

Mr.Xhepa thinks that the circumstances at the Central Bank require an essential solution by reforming the leading structures.

“The Parliamentary Commission of Economy must work closely with the existing members of the Supervisory Council so that they can take personal decisions and refresh the entire leadership structure”, Xhepa added.

He says that the Parliamentary Commission of Economy should return the Bank to normality, not by only reforming the leading structures, but also through a full review of the law.

“They must make a better divide of responsibilities between the management and lawmaking, between duties and the role of the Supervisory Council, and also for the Bank administrators, who are the governor and the vice governor. They must review the relations of the Parliament with the Bank, especially for the role of the Inspector General, but also for the auditing procedures, which is not something new but it has been neglected. All independent institutions have had this problem for a long time, the way how they report in Parliament and how they are inspected”, Xhepa declared.
