The General Inspector of the Bank of Albania refused to appear at the
Parliamentary Commission of Economy to answer for the scandal regarding
the theft of 7.13 million USD.
“This has never happened in 23 years of Albanian Parliament. The General Inspectors of the Bank of Albania have been summoned to report in Parliament in the past from 2003 to 2010. This practice has stopped from 2003 to 2010. The reports have not been sent to the Parliament. The reports of the General Inspector have been hidden for 14 years in this Parliament. After 14 years, another act takes place. The General Inspector refuses to answer in Parliament”, declared the Chairman of this Commission, Erion Brace.
The General Inspector is appointed by the Parliament as the authority that answers for the internal financial inspection of the Bank of Albania. For this reason, Elivar Golemi was summoned in a hearing session to answer why the structure she leads had failed for four years.
“The General Inspector has not done its constitutional job for making a periodic inspection of the operations. Now it was verified that she hasn’t completed even the certifying procedure of the periodic financial reports”, Brace added.
Mrs.Golemi has notified the commission for the refusal, saying that she is not the authority that represents the Bank, but she expressed her readiness to answer to the MPs on a written form, an answer that caused anger among the Socialist commission members.
“We propose the Parliament Speaker to discharge her for breaking the Code of Ethics and for not fulfilling her duties”, declared Ervin Koci, Socialist MP.
After these propositions, the Commission’s meeting continued behind closed doors. The Commission decided to summon Mrs.Golemi once again in a hearing session, appointing Thursday as a deadline. The Commission has proposed to discharge her if she refuses again.
