“Bank obstructed financial inspections”

The former General Inspector, Teuta Baleta, accused the leaders of the
Bank of Albania and the Supervisory Council, saying that they have
intentionally weakened the inspection structures.

Mrs.Baleta was present in a hearing session at the Parliamentary Commission of Economy. She listed a series of actions through which the leadership of the Bank has obstructed financial inspection.

“The program proposed for training the inspectors, a recommendation of the IMF, was not implemented. The structuring of the inspection departments has been delayed for one year and a half without a reason”, Baleta declared.

She adds that the Supervisory Council and its executive leaders have damaged the competences of the Inspector General by even firing one of her employees, although the inspection department is independent from the Bank.

“The natural resources took only some arbitrary decisions, such as that of removing an inspector without the approval of the Inspector General, a decision that is illegal. They also limited the information access to the point of completely banning it. They undertook to interpret the audited units”, Baleta declared.

Mrs.Baleta said that these violations have been documented and she even tried to correct them through the respective recommendations, but the council and the bank administrators have refused them.

“The Bank leadership did not build a danger control mechanism, and this made Bank structures refused recommendations, turning themselves into decision-making structures”, Baleta specified.

 After this testimony with direct accusations on the how the Bank of Albania has been administered, Mrs.Baleta explained the erasons why she appeared at the hearing session, different from her successor, Golemi, who refused for two consequent times.

“I presented this testimony based on the legal obligations that I have towards the Parliament and the people of Albania. I want to express my respect for those employees who worked with integrity, although they were fired or appointed in lower levels”, Baleta declared.

The Commission will continue next week and will summon the members of the Supervisory Council, including the Governor.
