The Socialist MP, Erion Brace, accused the former Minister of Agriculture, Edmond Panariti, from the Socialist Movement for Integration, of leasing lands to the Balili family. Klement Balili was accused for being part of important drug traffic.
Top Channel has obtained the entire legal procedure of the agreements. It is about 21 hectares in Buronja, Delvina.
Everything started on December 28th, 2015, when the government moved this land from the Ministry of Education to the Ministry of Agriculture, for encouraging In agriculture.
On March 2016, the Ministry of Agriculture leased the land to Alb Universal 95, created by Albin Balili, who donated it to Xhesjana Ballaci, who put her signature on the agreement.
As for the “Santa Quaranta”, it used to be a hotel for workers during the communist period. It was taken by Syndicate union and the Balili, but in 2008, the Balilis took total control of the Santa Quaranta from the “Syndicate Union”, after an asset exchange agreement.
But this agreement was illegal, because a law of 1998, still in power, doesn’t allow changing ownership of objects owned by syndicates until 2020.
However, the agreement remained in effect at the former Workers’ Camp was inaugurated in 2015 as “Santa Quaranta”, during local elections.
But two weeks ago, this business, Santa Quaranta Resort, was registered at the National Business Registrar only on December 1st, 2017, one week after police executed the decision of the Court of Serious Crimes for seizing the asset.
