The Minister of Energy, Damian Gjiknuri, issued an order for making a
more detailed audit of the National Agency of Natural Resources.
The decision dated November 18th starts and audit and verifications of a series of procedures followed by the institution that manages the natural assets. Top Channel has the document which plans to start the audit with the procedures followed by NANR for private concessionaries.
The mining sector remains one of the most problematic, due to the high informality and failure to implement the law, with not only financial consequences, but also with tragic loss of lives. Besides the mining permits, the audit will also inspect the exclusions from the VAT tax that NANR has given to private companies of oil production.
Taxes paid by companies that exploit oil reserves in Albania have been part of hot political debates for a long time. Many experts say that besides the benefits from concession agreements, oil producing companies have implemented a series of maneuvers to reduce the budget payments. The government has taken a public commitment to end this situation with the natural asset concessions, which have produces colossal profits for the private operators, and nothing for the state budget.
