Association of Communes against territorial reform

The association of communes opposed the final variant of the territorial
reform by considering a half-finished reform that damages the country.

After listing 12 reasons why the government’s path was not the right one, the Association asked the addition of at least 20 local units.

Their study, presented a few months ago, showed that the best territorial division for Albania, in these conditions, would be having from 80 to 100 local units, or 7-8 per district.

The Association of Communes says that going from 39 to 61 municipalities means that the government has not respected the criteria and has violated the principles on which a proper territorial reform is done.

The new map with 61 local units is considered by the Association of Communes as a half step towards the logical territorial division, but they warn that any half-reform would be even more damaging, if it continues like tjat.

For this reason, the association suggests the government to increase the number of municipalities to 100, to avoid political configurations, to find a way to cooperate and plan a legislation for decentralizing the local government in favor of the new local units.
