The recent voices about the sale of the biggest oil processing company
in Albania, ARMO, have been confirmed by the National Center of
Registration.
ARMO is now owned by a new company and has a new administrator. The data published at the NCR show that the last actions have been taken on August 8th, with Rezart Taci leaving the company and being replaced by Fation Veizaj.
The members of the Observing Council, Gramoz Taci, Drita Alicka, Selfo Kapllani and Mustafa Taci have also been replaced by Ibrahim Hastopalli, Laurence Stroch, Abe Halati and Erinda Ballanca.
What happened?
Five years ago, when ARMO was privatized, became property of the Anika Mercuria Refinery Associated Oil, which owns 85% of the shares, and the Albanian state owns the rest.
“Anika Mercuria Refinery Associated Oil” is owned by “Anika Enterprises”, owned by the family of Rezart Taci. But with the changes made in the last minutes, the only part of the ownership that hasn’t change is that of the Albanian state. The Ministry of Economy, Trade and Energy still holds 15% of the shares.
80% of the shares that belonged to Anika Enterprises now have passed to Heaney Assets Corporation, which makes this company not only owner of Anika Enterprises, but also owner of the Anika Mercuria Refinery Associated Oil, and as result of the ARMO refinery.
On Augut 8th, the administrator of this company, Anika Taci, has been erplaced by Fation Veizaj.
Member of the Monitoring Council in this company is lawyer Erinda Ballanca, who one year ago represented the International Bank of Azerbaijan in the lawsuit against Rezart Taci. The Azeri Bank demanded the return of the 75 million EUR that rezart Taci had placed as guarantee for the purchase of ARMO.
The involvement of Erinda Ballanca for defending the interests of the Azeri, as member of the Monitoring Council for ARMO and “Anika Mercuria Refinery Associated Oil” is for the moment the only clue that reinforces the voices spread by the media that ARMO now belongs to an Azerbaijani company.
If this is the case, we need to see if ARMO has been sold and with what price. Or is it given away as compensation for not being able to return the money of the Azerbaijani?
Is Heaney Assets Corporation representative of the Azerbaijani interests?
This is still unclear, because the company doesn’t appear in any search, doesn’t have a profile on the internet and no one knows where it has been registered.
These questions can take an answer only by the old and new owners, if they will announce any of their movements.
