The former Minister of Defense, Arben Imami, has already been reported
for illegal management of advertising funds of his institution. While
Prosecutors are inspecting his case, other reports are demanding new
investigations against him, but this time for the arms dismantling
process and the passing of the Partisan Club under the Mjekes Plant.
The former Minister has been reported together with the former Director of the Mjekes Explosive Plant, Daniel Karanxha, for power abuse, abuse with the contribution given by the state and violation of equality in tenders.

The first episode of violations is related to the audit made to the Mjekes Plant, which shows that seven public tenders have been realized from 2011-2013 for the sale of scrap materials in the plants of Gramsh, Polican and Mjekes, while five of them have had violations and caused an economic damage of 136.654.981 ALL.
The entire scrap sale process was held within the day in which were given the orders for the market testing commission, the testing registering and the Minister’s order for the auction in question. The report says that the Minister has violated the Ministry’s Regulation and the Council of Ministers decision nr.138 of March 14th 2007, also known as the Council of Ministers order for Gerdec, which clearly defines the sale procedures and the specialized strukture within the Ministry of Defense, which deals with the sale procedures of the military material that has been dismantled and that has derived from the usage.
In this case have been bypassed the orders of the Council of Ministers and the Directory of Procurements and Auctions at the Ministry of Defense. The Minister has delegated these rights to the Mjekes Plant, which by law has only the duty of treating the military material, but not selling it.
By order of the Ministry of Defense nr.670, dated 21 April 2011, has been realized the sale of 7519.29 tons of several types of scrap. The auditing argues the damage that has been caused to the Ministry of Defense to a total of 75,141,842 ALL.
By order of the Minister of Defense, nr.1374, on 29 August 2011, has been realized the sale of 4504.62 tons of scrap. The audit argues the damage that has been caused to the Ministry of Defense with a total of 35,032,763 ALL.
By order of the Minister of Defense, nr.2022, dated 20 November 2012, has been realized the sale of 4264.31 tons of scrap. The audit argues the damage that has been caused to the Ministry of Defense with a total of 1,143,321 ALL.
Another violation that has been considered as very serious by the planners of the criminal report, is the way how 500 tons of explosives were sold to Bulgaria, realized by the Mjekes Plant, with the buyer being an Albanian association. In this process there is a violation of the instructions, among which is once again the fact that the Mjekes Plant is not specialized to export, since the right for the treatment of the military material belongs to the MEICO enterprise, and that the buyer should had received an authorization for the international transfer of the military goods.
The sale has been realized before the firm that purchased 500 tons of dynamite for resale in Bulgaria could receive an approval by the National Agency of Military Export. The sale of 450 USD per ton has been given based on the buyer’s request, without any market inspection. The final sale by the Albanian company to the Bulgarian buyer mounts up to 600 USD. This price has been applied by the Albanian company by favoring the buyer and by leaving the MEICO company out.
The report says that the ones responsible for this violation are the former Mjekes Plant Director and the former Minister of Defense. They are also seen as responsible for passing the Partizani Sportive Club under the ownership of the Mjekes Plant, based on a process that is not defined by the law.
The inclusion of the sportive activity in the activity of the Explosive Plant falls against the laws that go for enterprises whose only goal is to increase profits.
From October 2011 to July 2012, 3,700,000 ALL have been spent for the club.
The audit has found violations also for the procurement procedure, and for the 3D scene of a concert for the Albanian spiritual heritage, which falls against the laws for the budget.
11 million ALL were taken from the MEICO enterprise and have been procured by the Mjekes Plant, while its procurement is illegal, since this plant doesn’t procure funds for concerts, but administers them.
The recent episode for the violations is related to the six procedures of sponsoring, with a value of 3.6 million ALL. Even in this case, the plant goes outside its competences. The report asys that sponsoring is made from the reserve fund for social aids, such as disasters or diseases of the employee.
The total damage for the state, according to the report, mounts up to 1.6 billion ALL, or 1.2 million EUR.
