The European Strategy for Enlargement received enthusiasm by some, but many think that while there are reasons for optimism for Serbia and Montenegro, the four other aspiring countries are left empty-handed.
Many observers see the positive evaluation for Belgrade as a way to lure Serbia away from the Russian influence.
Filip Rudic, from the BIRN investigative network, says that the strategy was very pessimistic, such as the phrase “clear elements of capturing the state institutions, involvement with organized crime and corruption in all levels”.
The report says that Albania and Macedonia are also making significant progress in their European path, but there have been problems with the implementation of the judiciary reforms required by the EU, which have delayed the opening of the accession negotiations chapters.
The judiciary reform is related to important chapters. If fully implemented, it would help with other difficult solutions. However, the latest report of the EU progress, in 2016, noted difficulties in almost every area, except for defence, for which Albania’s progress, a NATO member, has been praised.
