In a conference titled “The judicial leadership in Albania”, the EU,
OSCE and US ambassadors focused on the functionality of the justice
system and its reforms.
Bringing as example the foreign investors, the US ambassador, Alexander Arvizu, explained that the legal frame is necessary for creating a climate of investments.
“I would say that in a time when the entire region and the world is suffering the economic insecurities, Albania needs to make everything possible for securing the trust
“Do doja të thoja se në një kohë kur gjithë rajoni dhe bota po vuan prej pasigurive ekonomike, Shqipërisë i nevojitet që të bëjë cdo gjë që të mundet për të siguruar besimin dhe transparencën dhe me efektshmërinë e sistemit të saj të drejtësisë. Është absolutisht kritike që Shqipëria të bëjë përparime në sistemin e saj ligjor dhe në reformat ligjore në mënyrë që të rrisë besimin e investitorëve në Shqipëri si vendi për të bërë biznes.
Duke iu referuar inaugurimit të hapjes se një zyre të re në Shqipëri nga një kompani e huaj një ditë më parë, ku sipas ambasadorit ishte diskutuar edhe për taksën e sheshtë dhe për prokurimet elektronike si një mundësi që rrit transparencën dhe ul korrupsionin ambasadori Arvizu shtoi:
“Ajo që unë thashë është se unë kam shumë miq amerikanë që punojnë në sektorin privat dhe në mënyrë të vazhdueshme ata më thonë se janë disa pika që janë tejet të rëndësishme për të qenë tërheqës vecanërisht në tregjet e reja në rritje ekonomike. E para është të ketë një forcë punëtore të arsimuar, të mirëtrajnuar dhe besoj që ju të gjithë e dini shumë mirë që forca punëtore është tejet e arsimuar të cilët janë të përkushtuar në mënyrë që të realizojnë atë që kërkohet. Pika e dytë që është e rëndësishme për një investitor të huaj është korniza ligjore, mjedisi ligjor, është transparenca, paanësia, cilësia e sistemit gjyqësor dhe kjo është arsyeja që na ka mbledhur të gjithëve bashkë. Por për sa kohë që nuk do të jepet mjaftueshëm mundësi për të përmirësuar, për të tërhequr vëmendjen ndaj forcave të tregut, atëherë Shqipëria nuk do të mundet të ofrojë atë klimë investimesh për të cilën nevojitet”, tha ambasadori amerikan.
Ndërkohë, ambasadori i BE-së në Tiranë, Ettore Sequi theksoi në fjalën e tij se reforma në gjyqësor është një ndër kërkesat për integrimin e Shqipërisë në Bashkin Europian dhe Shqipëria duhet ta trajtojë seriozisht cështjen e korrupsionit.
Duke ju referuar reformave në gjyqësor edhe ambasadori i OSBE Eugen Volfarth shpjegoi se gjykatat duhet t’i shërbejnë publikut.
Remzi Lani, the last editor of the “Zeri i Rinise” newspaper and now retired at the Albanian Media Institute, where he trains young journalists and studies the Albanian press, is a respected figure for both political camps.
On March 1990, Lani courageously published Ismail Kadare’s interview against the communist regime, which was followed by Berisha’s interview on “Drita”, and Ylli Popa’s article on “Zeri i Popullit”.
He remains one of the coldest analysts of the Albanian press, and offers his opinion for the election of the next President.
“It is impossible to not elect the President under a constitutional way. The agreement for electing him with 71 votes, is not for avoiding consensus, but for avoiding a crisis. What the Constitution foresees as last resort, should not be used as the first and even unique choice. I don’t know which would be the best variant, but I know which would be the worst: electing someone from the ruling party. In such a politically fractioned society like ours, where the elections have even results for some consequent times, this would be the worst message that the majority would transmit to the public”, Lani declared.
Lani exludes Jozefina Topalli’s candidacy from the DP camp, but not the name of some other aspirant.
TCH: Do you think of a name for the DP candidate?
Lani: No, I can’t give a name, but the experience has shown that a President that doesn’t come from political ranks, is a more serious president.
TCH: But you do not exclude the possibility of a politician by the end of his career, such as Fatos Nano?
Lani: Certainly, he is not excluded.
Colleague Andi Bushati, host of the “Zone e Lire” show at Vizion Plus, shares the same opinion as regards a political President.
“There is only one chance for having a political President. A political president should be someone by the end of his political career, so that he cannot us this post for further ambitions”, Bushati declared.
But if this political President should come after a compromise, Bushati becomes harsher with the opposition.
“In ideal conditions, it would be good having a consensual President. If most of the Albanians would agree for a consensual president, and voices that are independent from politics should appeal for this consensus, the only political force that has no moral rights to demand this is the Albanian opposition”, Bushati underlined.
According to him, on this case he can think only about Jozefina Topalli.
“The majority has placed some criteria, requiring a central figure from inside the Democratic Party. We have the precedents of four years ago, when the majority gave the President’s post to the vice chairman of its own party. And they have all the rights to demand the same post. Jozefina Topalli is legitimized with the DP, but I don’t know if she is legitimized with the public”, Bushati declared.
