Albania’s energy reforms remain behind schedule, World Bank says

The World Bank project for renewing the energy sector will be completed this year, but Albania remains far from the objectives that were agreed.

When the project started, energy losses in the network were 45%. The last monitoring of the World Bank shows that losses are now at 26%, as of December 14th 2018. The target to be reached by the end of June 2019 is 14%.

Albania remains far from the objectives even as regards technical losses. According to the World Bank, the losses were 17.3% by December 14th 2018, and by June they need to go to 12.6%.

Non-technical losses, or thefts, are at 8.7%. The goal is to bring them down at 1.4% by June.

The market liberalization also remains a problem. There are 96 clients in the free market for the medium tension, and the plan is to have 5000 by June 30th.

The only good achievement is the level of payment encasing of the Energy Distribution, which is at 96%, and the plan was just 93% until June.
