The construction of the Thumana-Kashar road by private operators will cost Albanian tax-payers 170 million EUR more than if it was built directly by the government.
Top Channel published official documents which prove that the cost of the road has increased at a scary level, in a very short time. The company that won the concession is Gener 2, with which the government is negotiating the agreement.
This document is a monitoring of the transportation strategy for the 2016-2020 term, planned by the government this June.
The Ministry of Infrastructure has listed all national assets that are under construction and that will be built for the 2016-2020 term.
It clearly shows that the total cost for the Thumana-Kashar road is 169.3 million EUR.
On the same month, just a few days later, the government held a bid for giving the construction and the maintenance of this road to a private operator, through a PPP concession, for 13 years.
The price of the road jumped from 169.3 million EUR to a total of 337 mln.
The additional cost is the price that Albanian citizens will pay to private operators as interest rates for 13 years.
The Thumana-Kashar road is an unprecedented record in the history of Albanian finances, as it is a road only 20 kilometers long, and it is costing 3% of the total GDP.
The price of this road is what the Albanian government pays the entire education system for a year.
