Ahmetaj: “Concessions don’t put our finances in danger”

The Minister of Finances, Arben Ahmetaj, said there are many countries
in the EU that don’t register concessions as debt, as the IMF demanded.

“There are some international standards that have been accepted. Certainly, we are following the best practices for presenting balances in the state budget”, Ahmetaj declared.

According to him, Albania has an even harsher law structure than these countries, which doesn’t allow concessions put state finances at risk.

“The guarantee that we have, is that concessions are under complete control of the risk. It is the legal limit that we have included in the budget organic law. Every concessions should be paid within the 5% of tax revenues of the past year. So, there is a limit. You cannot advance more than this with concessions”, Ahmetaj declared.

For the Finances Minister, the main message of the IMF for the Albanian economy was not their concern for concessions, but something else:

“The economic growth went above 4%, affected the pre-crisis levels. The Albanian economy has started a growing trend. It grows faster than other countries in the region, and this government does not create a new debt. It is saving money and paying debts paid by previous governments, creating burdens on our citizens”, Ahmetaj declared.

According to him, the growth will keep increasing at 5.5% during the next three years, supported by deregulation reforms and huge public and private investments.
