While the Albanian CEC is being accused for the failure of the electronic system in some polling centers, its head Ilirjan Celibashi has made a summary of the progress of the situation at the national level.
He said that voting continues in all polling centers despite the problems that have been encountered along the way, such as concerns about the registration ink or the presence of unauthorized persons. Regarding the citizens’ concerns about the malfunction of the electronic system that cost over 23 million dollars, Celibashi said that the voting continues manually in those centers where there were problems.
“What is very important at this moment is the progress of the process in the polling stations.
77% of the voting centers have started the voting process at 07:00. 18% of the centers start the process at 07:30, while 11% after 08:00.
“We had several interruptions due to the power outage in Fierza and Shijak.
We had problems with the ballots in Fier, where 500 ballots papers were missing. From the communication we have with the police on possible incidents, two incidents are reportes with the commissioners in Fushëkrujë and in Dibër. We have several cases of denunciations, 14 have been reportes so far. We have received concerns regarding the use of registration ink, the presence of unauthorized persons. We had a concern raised about the electronic process in Elbasan, you are told that the voter’s choice and the ballot are different. To all these my answer is clarification.
“We are seeing that the story of the ink has been in the attention because there are voters who erase the ink mark, but it is a sight that we see in every election.
The voting process is going normally.
“The issue of electronic identification is over.
One issue that I want to bring to the attention of the law enforcement bodies is the presence of unauthorized persons in the voting centers. Law enforcement authorities should address it as a concern and take measures. It is unacceptable for citizens who do not have a work relationship to sit inside the voting premises. They must be emptied immediately and anyone who refuses will be held responsible” – said Celibashi, among other things.
