“Law implementation at 66 %”

Transparency International Office in Tirana showed in its last report
that the law implementation in the Parliament, public administration and
judicial system is at low levels, in many cases needing to be changed. The
data of this 4-month study show that only 66% of these laws have been
implemented.

The judicial system remains one of Albania’s most critical sectors, where trials are often not transparent. The report emphasizes that citizens are employed in public administration on political convictions bases, not on professionalism, which brings a spirit of demoralization among the young population.  

Another important point of this report regards the lack of control that the Parliament should exert on the executive power. Experts of this report asked the approval of a special law for organizing the Parliament, where the political staff must be clearly divided from the professional one.
