For more than one month, fatal vehicle accidents in Tirana have not been
immediately inspected by technical experts, who used to be part of the
State Police at the Scientific Police.
A document dated March 28th has ordered that these events should be investigated only by judiciary police officers and by the traffic police.
It is unknown if this change took place because of a restructuring of the State Police. However, Prosecution sources say that the situation has created problems. They need the first inspection reports together with photographs for the cases when there are people hurt.
This procedure is essential in the Prosecution’s stance at Court, when they will give arguments about declaring suspects guilty or not.
Prosecution says that so far they have used private and independent technical experts, but this is not a solution. That’s why Prosecutors are waiting for a solution from the Prosecutor General.
When contacted by phone for this situation, the adviser of the Prosecutor General, Albi Seriani, commented that the Prosecution has been notified by the General Police Directory about this change, and that both institutions are working together to create a more efficient structure.
Prosecutor Lalla, in the annual report that was sent to the Parliament, asked for the creation of a Expert Service at the Prosecution, which should have expert technicians not only for automobiles, but also against cybernetic crimes, psychologists, and financial experts.
