The Albanian Prosecution suspects that for the May 1st celebrations of
2010, eight officials of the Ministry of Labor and Social Matters have
abused with the funds, giving a tender to a media production company by
falsifying documents, causing a 20 million ALL damage.
Referring to the documentation, the task-force Prosecutor, Ndini Tavani, suspects that the abuses have been made within 10 days, while the bill signed for the organization of this activity mounts up to 19.8 million ALL.
According to the Prosecution, a commission has been established on April 26th 2010, by order of Minister Spiro Ksera, and its task was to follow the procedures for the organization of May 1st celebration. The commission was composed of the General Secretary of the same Ministry, Murat Mehmeti; the Director of the Cabinet, Klevis Bitro; the Head of Finances, Ilir Ibrahimi; and the General Secretary, Besnik Dema. Three private subjects have received invitations for organizing the activity, and three days later the three offers of the subjects have been submitted.
On April 30th, the Chairman of the Commission, Mr.Mehmeti, handed over a report to the Minister for the organization of the May 1st activities. On the same time, an agreement with one of the subjects has been signed. Five days after the celebrations, the subject has issued the purchase bill, received by the Ministry, with 19 million ALL in it.
The Prosecution says that the TV stations that would broadcast the TV spot for the May 1st celebration have been asked for detailed information.
Since the Ministry has contacted with three TV stations, the competition appears to have eben fictive, since the documentation shows that the winner has submitted the bid on April 29th and the agreement has been signed one day later. According to the Prosecution, the winning subject had been decided previously, and there has been no competition at all. The Prosecution suspects that the same scenario has been used in three other abusive cases, with funds reaching at 10 million ALL.
The Court has ruled that four of these officials will stay in prison. Two of them have already been arrested, while two others are on the run. Four others that were members of the Bid Assessing Commissions have the obligation to appear in court.
