Top Channel’s investigative program, Fiks Fare, continued this Tuesday
with the investigation of the association “Orphans in Focus”.
“After the sexual abuse scandal, another scandal has been discovered: the financial abuse, mainly with foreign donations. This association is spread around the country, despite the fact that in most cities there are no offices, such as in Korce.
Fiks Fare received a letter from an orphan girl and her mother. They claimed that Mirash Zefi, HEad of this association for Korce, had abused with certificates by putting a 200 ALL price on the service. The rule of this association is that orphans don’t pay.
If this wasn’t enough, the women say that he had issued a certificate that was good for nothing.
“He had no offices here but he asked my daughter to become his secretary, which she refused”, the woman said.
To verify their claims, Top Channel’s journalist met with the head of the association, Mirash Zefi. The journalist was able to receive a certificate as an orphan, although she’s not. Of course, by paying him and this time in a betting shop. He didn’t even ask of any document to prove that the girl was orphan.
He proposed the journalist to work for him, but he had to test her beforehand, and stay very closely.

Swedish couple, Suzan and Joan Ferdholm, accuse Mr.Arjan Kamberi
Berat is another town where the “Orphans in Focus” association has a Director, Vice Director and a Secretary, but no offices.
A Swedish couple accuse Mr.Arjan Kamberi, the Director of this association, for taking donations through fraud. This foreign couple made a donation for Ilir Kakaci, a close friend of Arjan Kamberi, who is also an orphan.
In an interview for Fiks Fare, Suzan Ferdholm declared that she has known Mr.Kamberi and Mr.Kakaci during their holidays in Albania, in 2009. The Swedish couple say their situation was very bad and they had helped them.
The Director of this Association asked them 500 EUR through an e-mail communication. Then he asked 700 EUR. On January 2011, Arjan Kakaci made another request.
Based on an evidence that the Swedish couple had asked as evidence, the son of Mr.Kakaci, Skerdi, had suffered an accident and he needed an urgent operation. From the amateur video it showed that he was hospitalized at the “Military Hospital”.
This time they had donated 1800 EUR, always paid on behalf of Mr.Kamberi. Suzan Ferdholm claims that the accident was a lie, because the sister of Mr.Kakaci had reported it as such. She lived in Sweden where she had contacted with the couple.
The Director of the Association, Arjan Kamberi, denied being aware of this. He denied having taken money from the couple, and claimed that the pictures and the e-mail were edited.
Fiks Fare started investigating if the accident had really happened. We contacted with the Berat Police, where the Chief of the Traffic Police, Simon Mici, informed us that there is no information about an accident suffered by Skerdi Ilir Kakaci.
Top Channel made the same request to the Berat Hospital, where we were informed that Skerdi Ilir Kakaci has never been hospitalized.
A few hours later, Arjan Kamberi, who had denied everything, called us to set up a meeting and talk about the accident and the donations of the Swedish couple.
This meeting was held in Tirana, at the “Orphans in Focus” association. Arjan Kamberi and Ilir Kakaci said they had requested help for the son of Mr.Kakaci on January 2011, saying that he was hospitalized at the Pediatric Hospital in Tirana.
When the Swedish couple asked for evidence, Kakaci returned his son to the hospital for the video requested by the Swedish couple. He said that his son had never made any operation and that he didn’t know anything about this.
Different from what they say on the video sent to the Ferdholm couple, where the boy is seen lying on an hospital bed and a doctor claims that he needs a serious operation, the video was made up by Mr.Arjan Kamberi, the Director of the Association.
Despite of what they say, Fiks Fare proved that the boy has never been hospitalized in Tirana during January 2011.
