The government’s project to build the new National Theater through a Public-Private-Partnership project is still not very clear to the public.
Although Prime Minister Edi Rama publicly announced how the new theatre would be, the most important details of the PPP contract are not public yet.
According to the government, the project for the new theatre did not come as a request from the government, but it was proposed by the private company. It shows that public interest is not the main purpose of this project.
The scheme foresees that private operators will build it with their own money, but in exchange, they will receive public land on which they will build four high-rise towers for residential and commercial purposes.
The private will take the entire area around the National Theater, an area that goes to 7500 square meters, including the parking of the Tirana municipality.
The company will build the new theatre of 3000 square meters and will receive 4500 square meters of public land on Tirana’s most demanded area, where they will build four towers. This means that the area used by the theatre will be smaller.
This scheme is similar to the one the government used for the stadium, in which private operators propose to build state buildings with their money, receiving public lands in exchange in Tirana’s most exclusive areas.
Different from the stadium, the name of the company that is involved with the theatre is still unknown. Unofficial sources say that several important builders hide behind the theatre project.
The question here is whether the government is helping some clients to build towers, or the theatre by finding them private donators?
