The effects of Covid-19 and the closure of the economy have directly affected municipal budgets.
The shock received by the local government was confirmed by the Local Finance data as the revenues for the 9-month period reached ALL 17.6 billion, or about ALL 2.2 billion less compared to the same period of 2019.
The unprecedented situation that municipalities are facing is reflected in the decline of receipts in all items, where the largest contraction of 14% was experienced by local taxes, followed by property taxes with 7% less revenue.
Municipalities have also collected less money from the infrastructure impact tax during the 9-month period, with ALL 6 billion or ALL 1.1 billion less than the same period a year ago as a result of the significant decline in permits for new constructions.
The Municipality of Tirana also holds the main weight in revenue collection with ALL 10.9 billion of the total, where the main source is that of the infrastructure impact tax. Out of 215 construction permits issued for the period January – September, the municipality of the capital has collected a total of 4.8 billion ALL.
