Six prisoners have complained at the Strasbourg Court through the
Albanian Helsinki Committee. They claim that the decriminalization law
removed their right to vote on the June 25th elections.

Erida Skendaj, the Director of the Albanian Helsinki Committee, explained that to these claims they have attached two famous precedents which support the version that Albania should have given arguments about the danger that the vote of some prisoners can pose to the society.

The two precedents are about John Hirst against the UK, who won after insisting for a violation of his right to vote in 2001, and won. The second precedent comes from Franco Scoppola against Italy, who opposed the famous “Severino Law”.

There are 2169 Albanian prisoners who were removed of their right to vote by the Decriminalization law. The prisoners who have filed this complaint are:

Rigels Kushe, sentenced for drug traffic;
Blendi Spaho, production of narcotics;
Imer Ruko, production of narcotics;
Hyqmet Myslihaka, premeditated murder;
Mehmet Rrapaj, drug traffic;
Fatmir Bakalli, participation in organized crime.
