Germany lists criteria for EU accession negotiations, not before 2018

The CDU-CSU coalition in the German Parliament published a document with
the criteria that Albania needs to fulfill before opening the EU
accession negotiations.

The criteria were presented by the Bundestag MP, Gunther Krichbaum, during a press release held this Thursday in Tirana, which seems to have given Albania “a failing grade”.

Kirchbaum said that Albania needs to fulfill conditions before opening negotiations, and this cannot be realized within 2017.

“We will ask to not open the negotiations, because we need to see concrete results first”, Krichbaum said, specifying that “there may be a green light in 2018”.

The German MP said that the results of the reforms and the efforts of the Albanian government should be more visible. For this, he appealed the Albanian parties to join forces.

The document brought by the German official says that the criteria are these:

The first criterion is related to the public administration reform, which should be approved in practice to show if the implementation of these laws is stable.

The second criterion is related to the justice reform, which, according to the document, should be implemented thoroughly in order to strengthen the professionalism and integrity of justice in Albania.

The third criterion says that in the fight against corruption through the Special Prosecution Against Corruption (SPAC), which should be independent form political control, the achievements should be considerable.

The fourth criterion, related to the organized crime, is that the number of court verdicts should increase and show visible efforts for preserving the fight against crime and drug traffic.

The fifth criterion is what can be considered “key”, regarding the human rights, measures against discrimination and preservation of property rights, for which they say Albania has still to fulfill the points mentioned by the European Commission of November 9th.

The sixth criterion is that the OSCE/ODIHR recommendations regarding the electoral reform should be implemented until the elections of June 2017, which should meet European standards.

The seventh criterion is related to the law for decriminalization of Parliament and local and central institutions, which, according to the document, must be implemented thoroughly.
