James Hooper, a former US State Department official and Balkan Expert, says that a comprehensive agreement between Serbia and Kosovo cannot be done without including the territory.
In an interview for the Voice of America, Hooper declared that the German Chancellor, Angela Merkel; and the Kosovo PM, Ramush Haradinaj, were the ones who blocked the Kosovo-Serbia territory exchange that had been negotiated by Presidents Hashim Thaci and Alexandar Vucic.
Hooper said that the situation is threatening stability, and that the USA have the good will to engage, but first they must see a perspective for solution.
