The Central Election Commission failed to distribute the mandates for the Councils of 11 Municipal Units in Tirana.
The object of this discussion was if miscast ballots should be included in the result or not. The Democratic Party and CEC majority declared that this was not provided by the order of the Electoral College, while the Socialists accused the Democratic Party for working on two standards.
In the end, the mandates failed to be distributed without taking in consideration the miscast ballots, because only four members voted in favor, without the qualified majority of 5 votes.
