SP: 284 invalid voting centers

The Central Election Commission decision no.1158 of 25 June 20011, which declared
DP candidate Lulzim Basha with 93 votes more than SP candidate Edi Rama,
has been appealed by the Socialist Party.

The 9 pages long request, planned by SP lawyers, was filed this Monday at CEC. Two are the complaints: opposing the decision 1158 and ruling as invalid the elections in 284 voting centers.

In this appeal, the Socialist Party has listed all pretenses for violations that, according to them, brought the deformation of the result announced by CEC, after implementing the Electoral College order for opening the boxes.

More specifically, the appeal says: “During the election process for the election of Tirana’s Mayor there have been and there were allowed flagrant law violations that have damaged the election process, to the point of affecting the winner of this mayoral race. CEC did not fulfill the obligation given by the Electoral College for fixing the inconsistencies between the number of total ballots with the number of total voters, in order to fulfill the constitutional and legal principle ‘one elector, one vote’”.

This difference between the total ballots and the total number of voters is 870 ballots more than voters.

The total number of valid ballots with invalid ones, compared to the number of voters, is 244 ballots more than voters.

Part of the appeal are the facts that several times, the fifth security code of the ballot boxes did not match with the one signed on the protocol books; the lack of the envelopes with invalid ballots in some boxes; ballots that did not belong to the voting center where they were found; the investigation and counting process of the ballots that were found out of the envelope for invalid ballots.

The Socialist Party says that due to all these irregularities, in 35% of the boxes there were found and documented serious problems for their integrity and safety, what puts in discussion the integrity of the entire electoral material.

Faced with these facts and violations, the Socialist Party asks that the voting process for 284 voting centers must be declared invalid, due to the irreparable consequences that these violations create to the mandate of the new Mayor of Tirana.
