Ndreca: Electoral College, professional decision

Tom Ndreca, the rapporteur who led the Electoral College that rejected
the Socialist Party’s appeal, dismissed opposition’s
pretenses for having violated laws by not presenting the arguments in
time.

“The election situation undergoes frequent changes, and new events appear, which require solutions”, declared Ndreca for DW in Albanian.

“The Electoral College gave a professional solution, based on the Albanian legislation. The Electoral College ruled that the normative act issued by Central Election Commission did not include the entire Albanian territory, but only one election unit, that of Tirana, and as such it did not create a norm for the entire country”, Ndreca explained.

According to him, the CEC normative act for counting contested ballots was not definitive, because they simply corrected the Tirana Zonal Election Commission summary tables.

Ndreca thinks that the “Achilles’ heel” of the counting process is the political character of Zonal Election Commissions.

“The ballot counting process is taking too much time to do its job. The counting groups and other administration levels of this process must not be partial. Another impartial form must be found, maybe the electronic one, which is used in EU countries”, Ndreca declared.
