Ministry of Finances negotiates for budget

The Ministry of Finances has been working intensively for preparing the
state budget for 2012. By the end of August, all Ministries and other
institutions presented the preliminary budgets, standing to the plan
that was approved on July for the ceiling of the allowed expenses.

Currently, Minister Bode’s institution is negotiating with all other ministries for the projects that must be financed, the ones that can be placed in the list of priorities and the expected results. Sources from the ministry say for “Shqip” that the discussions are strong, since everyone pretends more funds, but the biggest beneficiaries will be the institutions that will bring convincing projects and that are part of the development strategy, approved by the Prime Minister. In these negotiations will also participate experts from the Integration Ministry, who are coordinating their projects with the EU framework. The preliminary budget is planned at around 420 billion ALL, or 10 billion ALL more than this year, without the changes of July. As it has happened in the last years, the Ministries of Public Works and Transportation, Education and Health will have the greatest budget, due to the greatest number of projects and sectors they represent.

The new law for the budget, which has entered in act recently, has also established the deadlines for the preparation, for government approval and the Parliament voting of the new budget.

Within 25 October 2011, the Council of Ministers must approve the yearly draft-budget and the reviewed medium budget plan. Afterwards, the first authorizing official (the General Secretary of the Ministry of Finances), 10 days after the Council of Ministers will approve the yearly budget and the reviewed medium budget plan, will notify every unit of the local administration and every special funds unit of this administration for the transfers from the central government units, and the part and quantity of national taxes, shared in the budget project. The Prime Minister will send it to Parliament on 1 November, on behalf of the Council of Ministers. Then the Parliament, through the special commissions, will discuss with the interest groups until the final budget will be complete. The budget officially enters in act on January 1st 2012.

The Ministry of Finances has a clear plan for the funds distribution for 2012. Comparing it with the last budget, changed on July, what draws the attention is the fact that the differences are not so big, if not the same. The Ministry will take 45 billion ALL from the budget, same as this year. The Ministry of Public Works and Transportation will receive more funds due to the great number of projects, such as the “Road of Arber” and “Tirana-Elbasan Highway”. According to the Ministry of Finances, the Ministry of Transports funds will be mostly supported by the foreign investments, with a value of 28 billion ALL, while the interior expenses will be around 13 billion.
