Judiciary reform, ad hoc Committee debates about the list of candidates

The list of candidates for the High Councils of the Judiciary and Prosecution, who are not judges or prosecutors, has created debates at the ad hoc committee that is tasked to appoint them.

Ulsi Manja from the Socialist Party said that the list of those who fulfil the normal legal conditions, according to the General Secretary, has been automatically approved and the sub-committee can now take the disqualified candidates from the list and put them on the list of those who fulfil the conditions.

But the Democratic Party MP, Oerd Bylykbashi, says that one of the duties of the sub-committee is to remove those who are placed unfairly on the list that belongs to those who fulfil the criteria. “The law says that the opinion of the International Monitoring Operator is reflected on the list of the General Secretary, and the latter cannot ignore it”, Bylykbashi said.

Socialist MP Vasilika Hysi declared that the sub-committee had no right to remove people from lists even with the Vetting Law. “The sub-committee can only add candidates if there is a consensus. If not, then we have to cast lots”, Hysi declared.

Bylykbashi responded by accusing the majority of using the list on Edi Rama’s preferences. “You cannot devaluate the International Monitoring Operation or give them value when it is more convenient to you. It could happen the same as in Romania or Croatia, and then there is the Special Prosecution Against Corruption as well. You are guaranteeing immunity to them today because Edi Rama has told you to capture the judiciary. You have corrupted the constitutional process to save Edi Rama and those who stay behind him”, he said.
