Veliaj: “Well-performing cities should have no debt limit”

The Mayor of Tirana, Erion Veliaj, spoke at the second day of the Regional Conference for Economy, where he underlined that bigger cities like Tirana with a higher performance could be able to credit their own municipalities, without a debt limit.

“We have a debt limit that the government cannot cross, but our proposition is that municipalities with a higher performance, higher paying ability, which are positively evaluated risk-wise, should receive a rating and get some kind of a special lane for overachievers. We must not encourage death of ambition, but supply better approach to the market”, Veliaj declared.

The Mayor added that well-performing companies owned by the Municipality, such as the Aqueduct, could be quoted at the Tirana stock market.

“This company would be ideal for a local, Albanian stock market, with consumers being also shareholders of the company. For the first time in 27 years, the company has a profit. People might say that if the company has profits, why do you need loans? The need for new investments is much higher than the annual profit. That option would be to collect this profit and make the investment 40 years later”, Veliaj said.

The Municipality of Tirana will reopen soft loans for citizens with small financial capabilities. Last year, 60 million EUR were loaned from Banks for 1000 apartments in Tirana.
