The 5-point proposition Basha sent Rama for electoral reform

After Edi Rama said that he is ready to visit Lulzim Basha at his office for the electoral reform, the DP leader declared that this is not a matter that belongs to Basha, but to Rama.

“Albania is facing a crisis. We have a plan to take the country out of the crisis. We have a proposition for the Electoral Reform. We have sent it to Edi Rama and to his representatives. If he cannot implement it, he must move away because we are ready to do it”, the DP leader declared.

The plan Basha is referring to is the document introduced by the opposition outside the Parliament, which foresees the establishing of an extra-parliamentary structure

The plan has five points:

1 The united opposition responds positively to the invitation of international partners for reforming the electoral law.

1.1 The United Opposition engages to defend the realization of the judiciary reform, as one of Albania’s conditions for the EU integration

1.2 The real Electoral Reform should be realized by the institutions that have the good will to guarantee free and fair elections, and that are not object of the investigations for stealing elections, (mentioned in cases 184/2016 and 339/2017).

1.3 The discussions about the Electoral Reform should be transparent, all-inclusive and public, and the drafting process must include representatives of all interest groups and civil society.

1.4 No Parliamentary Commission led by individuals who should have been in prison for electoral crimes should enjoy the right to realize the Electoral Reform. No commission that is composed by individuals who don’t represent the opposition should be able to determine the rules for having the opposition parties attend the elections.

1.5 The opposition proposes that the process s led by a structure composed of representatives from the international organizations: OSCE/ODIHR, EU, USA, etc), one representative from the mono-party Parliament, and one representatives from the United Opposition. The product agreed by this structure should be discussed with the public.

2 The electoral reform is necessary for improving the technical aspect, but not enough to guarantee free and fair elections. The opposition supports the OSCE ODIHR stsance that the current legal structure could offer a healthy base for democratic elections if it was to be implemented impartially and through sincere political will. The DP wants a concrete mechanism for realizing the division of politics form crime.

3 The discussion for the Electoral Reform should be done through a list of priorities, with the purpose to resolve the problems that require political will in order to guarantee democratic elections and a constitutional and representative government, and then should be focused on resolving technical issues.

4 Having guarantees from the state for securing equality among parties, and for holding democratic elections which would guarantee the Constitutional right to elect and to be elected. The current government doesn’t offer any guarantee that the parties and politicians are separated from crime, while they still hold control of the Central Election Commisison, the Police, the Secret Service, the Prosecution and Courts.

Offering guarantees that citizens will be able to decide, by making Referendums effective.
