Supporting agricultural production

According to the government, the new scheme of government subventions,
which supports the final product at 15%, after it has been handed over
at the gathering points, aims formalizing the sector and creating united
farms.

Some experts say that now that the informality level is high, most of the farms are owned by one family, and the limitations in the scheme exclude many of them.

“You need 3 to 5 tons to benefit. 70-80% of our farms are small. There are various crops, but in these conditions, the production won’t go more than 3 tons. The scheme is exclusive, while for the bigger farms it goes up to five tons, which also creates limitations for the first one”, explains Enver Ferizaj from the Albanian Council of Agro-business.

According to the Albanian Agricultural Council, this could create more room for abuses. “It is up to the seller to get it from 2.5 tons to 3 tons, that’s why the scheme needs to be controllable”, Ferizaj underlined.

Referring to the schemes for supporting agriculture, the Council of Agricultural Business says that this fund goes for big companies that can self-finance the project, and not for small farmers or for agricultural processing businesses.

Minister Panariti says that despite the orientation towards competing businesses, the government has not forgotten the small farmers.

“We are oriented towards formalization, and we support a given area of farmed land that can compete with a low cost, but it isn’t true that the small farmers are left outside of our attention. We support the growth of cattle, by taking in consideration the bad conditions in which farmers live”, Panariti declared.
