SMI will favour parliamentary seat configuration of 2009

The biggest party in the government coalition, the Socialist Movement
for Integration, will vote in favour of the decision to allow the
Parliament leave in effect the configuration of 2009 for the number of
Parliamentary seats in every district.

Ylli Manjani, the representative of this political force in the Central Election Commission, declared that this is legal and righteous.  

“There’s nothing illegal in the configuration of 2009. We keep in mind that there have been population movements, but not to the point of changing the number of Parliamentary seats. If the population of one district changes with 6000-7000 voters, we should change the number of Parliamentary seats, but 500-600 new voters don’t need a new representative. As for the legal point of view, the Parliament has the right to do this”, Manjani declared.

Although Manjani agrees that there could be vote inequality, he says that this is not bigger than the deformation that this electoral system brings.

“This is a problem that DP and SP have created and they shouldn’t look for the responsible farther than themselves. If they want to make votes equal, the only reform is to reform the system. Everything else is just declaration that show no seriousness in the management of the electoral process”, Manjani declared.

The SMI representative says that both parties intended to bring the situation to this point. After failing to distribute a new number of seats per district, now it is up to the Parliament to decide it, according to article 3 of the Electoral Code.
