Small parties meet for Electoral Code

Small parties from both sides have unified their stance for the
electoral reform and have created a document where they express their
disapproval against the current DP and SP stances.

One of the parties of the governing coalition, together with one opposition party, have planned a meeting where they will present the propositions for the electoral amends.

Top Channel has secured a coy of this invitation, through which the initiators will try to collect opinions, plan and approve the amends needed at the Electoral Code.

The propositions will be collected by 23 political forces that are invited in this meeting. All leaders are invited, and the invitation was also sent to Berisha and Rama.

The small parties have listed three propositions for which they hope to receive consent from the two big parties.

The first one is related with the calculation and distribution of the mandate with proportional correction for each electoral subject. According to the small parties, the current calculation system deforms the voters’ will.

The amend for which they want to agree on consists of the application of a formula that realizes a full proportional sharing between the coalition on regional level.

The second proposition is the correction for the mandate distribution in a national level. They demand to define the quota of the votes that belongs to a national level mandate, and from the number of mandates that each party wins in a national mandate will be extracted the mandates directly won in the region.

They also propose to reduce the electoral threshold  to 2% for parties that run alone, and 4% for coalitions. They also aim to have full access to the electoral process, together with all competing subjects.
