Serwer: “Moscow decides about Kosovo’s place in the UN, not Belgrade”

The US analyst for Balkan, Daniel Serwer, underlined that Kosovo’s seat in the UN is decided by Moscow, not by Belgrade. According to him, this cannot be reached through negotiations, even if Belgrade agrees.

During the final dialogue phase Prishtina wants to keep creating its army, as long as Belgrade has continued with the Association of the Serbian Communes.

On the other hands, the negotiations for the recognition of Kosovo should be held between Belgrade and the EU.

Serwer added that during these negotiations, the EU will insist for a irreversible normalization, which means mutual recognition and establishing of ambassadors.

As for Kosovo’s place at the UN, Serwer said that even if Belgrade agrees, Moscow could refuse.
