Albania’s Prime Minister, Edi Rama, presented the program of his new
government in the plenary session held especially this Wednesday.
Rama started his speech with a declaration for the anniversary of the 911 attacks in America, guaranteeing the American partners that Albania will always be close to them in their military actions.
“The victims of 911 are also our victims. The victims of August 21st with chemical weapons in Syria are also our victims. Wars against darkness enemies will also be our wars, because this enemy has come out of the deepest darkness not to kill or hit a country, but to destroy our existence throughout the good world. We will help the United States of America in every military campaign against the butcher of Damask”, Rama declared.
The leader of the new majority then introduced the government program, promising vital changes in the key sectors, such as health, justice, order and fight against poverty and unemployment. Rama did not forget to mention fight against corruption and criminality, which, according to him, has reached unacceptable proportions.
“We, the winners, must not forget that the June 23rd elections victory, same as that of March 1992, was not brought by the desire to just change the persons. The historic proportions of this victory was brought by the desire to change Albania at 100%”, Ram declared, sending a message to the opposition, promising a new parliamentary life.
“I want to say to the opposition to take their responsibilities and not be absent in any parliamentary activity. I invite everyone to make co-existence prevail. Let’s raise Albania’s head and give a meaning to the parliamentary life in the next four years. We will dialogue and will hear the opposition’s propositions for the right decisions”, Rama declared.
Then the Prime Minister referred to each problem that his cabinet will resolve in the next four years. “Our ministers will work for the citizens. They will not contact with the Parliament Members, so that they can be close to their works. With the British government model, this country will raise its head”, Rama declared.
“We are here to govern with the strength of good example. Albania does not deserve corruption and crime. Poverty and unemployment will be our enemies. With the ending of this mandate, will close the saga of thirst for water in rural areas. We will legalize the constructions made to ease the family lives, and not the abusive villas and buildings built by the seaside or for business. We guarantee you that we will implement the honest taxation: who earns more will pay more, and who earns less will pay less. We will develop a new business generation. We will open a new chapter. The government will not be partner of businesses. Businesses will be just partners. We will bring a new health program. Our state will buy the health services. Without social services, but in an alternative way. We will change the customs and tax services, and will remove bribe”, Rama promised.
“We don’t have a mandate to forget the crimes that were made. We will not forget the citizens that were killed in Gerdec, the politician that was killed, the citizens who were killed on the boulevard and the Police Chiefs killed on their duty. We will create conditions for the police officers and prosecutors to do their duty. We did not receive this mandate to give amnesty to crimes, but to make full transparency on economic crime and the mess created with the private property, so that we will not allow that what has been bad becomes worse, by damaging the unprotected people”, Rama declared.
The Prime Minister also promised a new foreign policy, underlining softer dialogue with the neighbors and more cooperation with the Albanians in Kosovo, Macedonia and wherever they are.
Berisha: Program, a banal rhetoric
While Rama was still continuing with his speech, during which he criticized the former executive, his predecessor, Sali Berisha, abandoned the room together with Jozefina Topalli, Edi Paloka (Parliamentary Group Leader) and all other Democratic Party Parliament Members. Speakign for the media outside the Parliament, Berisha considered Rama’s speech a banal rhetoric that was far from the presentation of a concrete program.
“We were all here, but rather than hearing a program, we heard a banal rhetoric against the opposition, as if he was in opposition and we in government. The program is a banal speech of a family owned NGO. There was no room to follow the paranoid speech of a failed painter that today speaks on behalf of the government. Rama’s speech damages 911 of New York and honors 1111 of Pinochet”, Berisha declared.
Present from the opposition on the Parliament floor was only Dashamir Shehi. The next session will be held this Saturday, according to the announcement made by the Parliament Speaker, Ilir Meta, in which they will discuss the program.
Arvizu: Opposition’s boycott, unjustifiable
The United States Ambassador to Tirana, Alexander Arvizu, criticized the majority’s decision to boycott the session. “There was no reason for the opposition to abandon the session where the government program was being presented”, Arvizu declared in a short announcement for the media.
The Democratic Party Parliament Group meeting gathered after the session to discuss the stance that they will keep in the session of this Saturday, where the ministers will present the programs for the respective ministries.
Vasili: DP must oppose in Parliament
The postponement of the debate on the program of the new government and what can be considered the first boycott of the opposition, was commented by the leader of the Socialist Movement for Integration Parliamentary Group, Petrit Vasili.
As regards the debate that was left for this Saturday and Sunday, which the Democratic Party leader considered as the first victory of the opposition, Mr.Vasili declared that this is not about the victory or loss of anyone, but for establishing a new spirit in the Parliamentary work.
“This is not about a battle or occupation, but since the Democratic Party leader is inspired, I think this is about parliamentary dialogue. The Parliament Speaker, Ilir Meta, explored all constitutional opportunities to create the maximal space for the opposition to discuss, although this is an opposition that talks about victories. This is the victory of a new vision in the Parliament’s work”, Vasili declared.
Vasili condemned the Democratic Party decision to leave the room and added that the opposition has all the necessary spaces to oppose the program and the government in Parliament, and these spaces will be there in the days to come.
The decision of the Democratic Party was condemned also by the United States ambassador to Tirana, Alexander Arvizu, who said that the opposition had no reason to abandon the hearing of the program, and he didn’t even spare irony for this:
“I believe that courtesy in such cases would not harm anyone”, he declared.
