Rama and Berisha’s autographs

The Parliament gave more time to the Electoral Reform Commission to
conclude the work that has started for the Electoral Code reform.

The deadline is until May 15th, believed as sufficient time to approve the last chapters for the electronic vote count, the reforming of the Central Election Commission and the procedure of complaints.

But after this decision, the big question is if the Electoral Reform Commission will review the smaller parties’ requests for changing the electoral system, the way how the mandates for the MPs are distributed and the 2% decrease of the electoral threshold for entering the Parliament.

Six months after the Electoral Reform Commission started its work, the small parties were able to take two important political signatures.

First Edi Rama and then Sali Berisha, with their signatures, promised to hear the joint requests of both allies.

But are these two signatures a real commitment of Rama and Berisha to resolve the requests of the respective allies through law?

These requests aim to eliminate the current domination of Sali Berisha and Edi Rama in the determination of coalitions, and to give small parties’ leaders the commodity to set conditions for the representation of coalitions.

The Parliament decision for postponing the electoral reform commission mandate buys more time for the small parties, but it is not completely on their favor.

Although the deadline has been postponed, the Parliament received no request for changing the objective of this Commission.

When it was established, six months ago, the Parliament tasked the Commission to turn the ODIHR recommendations into law, by leaving the electoral system amend and every issue related to that outside the object of their work.

This means that the review of the small parties’ requests is still not on the electoral reform agenda.

This also means that Edi Rama and Sali Berisha have decided to give their signatures with the value of an autograph for the moment.
