This year, different from other years, there will be no amnesty for the
prisoners. The General Director, Artur Zoto, declared that since prisons
are overpopulated, they are thinking new strategies to resolve the
situation.
Top Channel: What is the capacity of prisons?
Artur Zoto: For the moment we have 1000 people more than the capacity, but we are managing it in optimal conditions. We have our strategy and recently we have categorized the “Ali Demi” institution only for women. We have created more space at prison 313, and we are managing the other institutions. The situation is calm and normal.
The Probation Service Director, Ilir Qafa, has undertaken a campaign in prisons for informing inmates about the alternative sentence, which means leaving cells and serving another type of sentence in probation.
“We made some polls with Probation Service employees, prisoners and inmates, and we found that not everyone is informed about the alternative sentences or about their right to request and apply for probation if they fulfill the conditions”, Qafa declared.
For this reason, the leaders of both institutions signed an agreement through which the Probation Service is allowed to distribute an informing manual in prisons for those who fulfill the conditions.
