New cost of Tirana-Durres road, 20 billion ALL higher than initial study

The plan for widening the busiest road in Albania, (the one that connects the capital, Tirana, with the busiest port and second largest city, Durres,) had started since 2007. After many discussions, the government decided to realize it with budget money.

This changed four years ago, in 2014, when the Albanian government hired an Italian company for the feasibility study. Later they decided to give it as a concession to a private company.

The price given by the government is 49.1 billion ALL, 20 billion more than what had been calculated by the Italian company.

The cost is a ceiling one, but in a concession, a ceiling cost is hypothetical, since the road that is built with private money will be repaid immediately after through citizens.

Since we are talking about the busiest road in Albania, the concession is automatically profitable.
