Meta-Prifti, differences between conclusions

The Supreme Court decided to not take in consideration the first
forensic report for the Meta-Prifti video, made by an expert in the
United States of America, and tasked three Albanian experts for it.
Top-Channel presents the conclusions of the results, for enabling the
viewers to see the differences and come to their own conclusions.

1. Video recording clock:

The Albanian experts confirm that they cannot prove if the clock is the one that has recorded the conversation, and that they have found no traces of the Meta-Prifti video in it. The Albanian experts also say that they are unable to determine the origin of the clock, since they are unable to tell if the video has been downloaded from that clock.

 The US expert for this case says that the clock has 8 GB memory and was used for recording the Meta-Prifti video. It has been connected with the portable computer seized as evidence. Glen Bart also says that he was able to find another video that was deleted from the equipment.

2. The time when the video was downloaded in the laptop

According to the Albanian experts, the most recent date of modification is March 1st 2010, at 1:33. The date of the laptop BIOS corresponds with the current date. The BIOS clock was 1 hour behind the current Albanian time. Experts say that it is impossible to determine the time and geographical data of when the video was downloaded in the laptop.

Glen Bart says that he saw the DVD and noticed that it was burned with Nero software on 12 January 2011 at 14:18. He found one file of Meta and Prifti with the extension AVI. The video is a conversation between two men. The date in the BIOS and the computer clock are consistent with the Albanian time in Albania.

3. The Laptop
 
The Albanian experts declared that the file was absent in the clock, and the video file downloaded in the laptop had been modified. They declared that the ticking of the clock at 12:25 was not in harmony with the other ticking. They declared that this might prove a possible alteration.

“I have been asked to determine if the video files have been altered”, says Glen Bart.
“I studied the files and didn’t find any software installed for altering video files. The altering of the video files is a difficult process and the software for achieving it is expensive.

4. Does the USB contain the Meta-Prifti video file?

Yes, say the Albanian experts. The USB had three files.

Glen Bart says that the USB had three different materials. After he checked the three videos saved in the USB, Glen confirmed that they were the same with the videos on the DVD, simply saved with other formats.

5. Is the conversation understandable?

The Albanian experts say that the report between the noise and the signal is 10 dB, therefore they cannot understand the words.

The US expert says that he was not able to clean the audio segment with the software he had in his possession.

6. Is the DVD material the one taken in the “Fiks Fare” studios?

The Albanian experts say that the material taken in Fiks Fare is not the same with the material taken from the laptop of Dritan Prifti.

The US expert says that the video that was broadcasted in the TV program and that is inside the USB is in fact half of the video. The full video is in the computer system. Bart added that he found no proofs that the images of the video were altered.

Based on the conclusions of both reports, the US expert says that there have been no interferences, not even in the audio, as the Albanian experts pretend with less and poorer tools than the US expert.

The US expert admits that every deleted file leaves traces, but the Albanians haven’t found such. An evidence for this is the fact that the US expert was able to find another deleted video, besides the Meta-Prifti.

As for the material, the Albanian experts say that there is a probability for interventions, only due to the tic-tock noise inconsistency, but Glen Bart says that there are no proofs that the video was altered.

While Glen Bart admits that the video recording clock was used for the original video, the Albanian experts have been unable to determine if the video has been registered by this video recording device. But how credible is the US expert?

The US Ambassador, Alexander Arvizu, has declared during a previous interview for Top Channel:

“As for the Meta-Prifti video registration, the US government has not given any official help. The Prosecution consulted and contacted a very well known US company, or maybe more than one. Since it is not an official governmental confirmation, I cannot speak about it. But to my understanding, they were assisted by very reputable US companies for the technical aspects of the investigation”.
