“Little corruption in the judicial system”

There is a level of corruption in the justice system, but lower than what the public perceives.

According to the Minister of Justice, Eduard Halimi, most of the 375 judges in the country are devoted to the law and Constitution, while the corrupted are a minority.

Only for 2011, the Ministry of Justice inspections have resulted with 10 judges and 14 prosecutors with procedural violations.

“There is a very small part of judges and prosecutors who start and end their day by creating personal and financial favors. The mission of the entire justice reform, the mission of the Justice Ministry Inspectorate, the mission of the Ministry, the High Council of Justice is that this minority of judges and prosecutors who break the system are brought to justice and face the Constitution”, Minister Halimi declared.

During the annual analysis of the Ministry of Justice, when asked by the journalists about the relations of the Ministry with the General Prosecution led by Ina Rama, Halimi considered it as a communication through documents.

“The institutional and documental communication with the General Prosecution is more frequent than with any other institution. We exchange dozens of letters with the General Prosecution, which are related with the institutional and judicial cooperation, the war against crime. Certainly, nobody likes being inspected, but we are led by implementation of the Constitution”, Halimi declared.

When asked about the inspections for the Aldo Bare case, the Xhuvani case and the theft at the Court of Serious Crimes evidence room, Mr. Halimi underlined that the inspection conclusions have finished, but they are waiting for the reaction of other institutions.

By presenting the priorities of 2012, Mr. Halimi underlined that this will be the year of the digitalization of the justice system, of the placement of video cameras for making the trials transparent, the digitalization of notaries and the implementation of the electronic supervision for detainees.
